mode 用 camelCase 四值：overview、infrastructure、monitoring、warningResponse。
panelId 扁平、全局唯一、不带模式前缀，共 16 个。左右栏各两块，顺序固定：

中文展示名通过独立的 panelLabels 映射解析（panelId → 中文标题），业务逻辑只认 panelId。overview 模式内的 infrastructureSummary 展示名仍为「基础设施」，不与一级模式名冲突于状态层。
expandedPanelIds 因此只是 panelId 字符串集合，CockpitShell 按上表查当前模式的面板集合。
