Round 28：白名单 pilot 最终静态质量闸门
round28-static-quality-gate.json通过，且configurationChanged:false、doNotRun:true。
四栋质量路径：
cad-25467：slab asset，fitScale[1.373, 1.1892]，在 asset-fit 允许范围；房屋库基线 LOD0 32,020 triangles、1,883 closed shells。cad-25612、cad-25968、cad-25957：surveyed-outline massing，质量闸门强制 exact outline，禁止矩形替换。
共同契约：父 seated-plan SHA-256=a38968b2224701147d2fa905e43395931a31347b072b92b10a94d975668e0544；pilot最多1区/8内容/32MiB；全局配置仍/gis/cad-bim/city-regions-v7/manifest.json；推荐--plan seated-whitelist-plan.json --output generated/negative-estate-pilot-v1 --grid 2 --limit 4 --near-architecture，但本轮不执行。
未验证项仍显式列出：GLB实际输出、单楼运行态可见、浏览器/FPS/最终视觉接受。项目规则继续跳过Web build/debug/server/browser，issue35和目标保持open/active。
