featfrared(in-reading-meter-service): 添加红外测温服务模块

- 新建 infrared-reading-meter-service子模块
- 添加 Maven 项目对象模型文件 (pom.xml)- 引入必要的依赖，包括 Spring Boot、MyBatis、Nacos、Redis 等
