fix(build): zksy-system 编译期补 spring-webmvc（SseEmitter 缺类）

SseEmitterManager（应急调度 SSE 通道，5bc0c6e4 引入）直接使用 SseEmitter，
而 spring-webmvc 只由 springfox-spring-webmvc 以 provided 传递——provided 不传递到
编译期，故 zksy-system 在 HEAD 上根本编译不过（模块 compile 直接失败）。
运行期无影响：boot 包 BOOT-INF/lib 已含 spring-webmvc-5.3.39.jar。
这里按 same-scope 显式声明 provided，仅补齐编译期。
